The New “Support at Home” Program & What It Means for You
From 1 July 2025, the Australian Government is introducing the new Support at Home Program, replacing the Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs. This change is designed to make it easier for older Australians to get the right help at the right time to remain safe, active, and independent at home.
Here’s what you need to know.
Key Changes
Bigger funding options - top tier annual funding will increase from $61,440 to $78,000
Quarterly budgets - funding will be distributed in 3-month allocations with small carry over allowed
Automatic transition - current HCP and STRC clients will move to the new program without losing funding
Price caps coming -from 1 July 2026 government set fee caps will apply to physiotherapy and occupational therapy
Faster access - the aim is to reduce wait times for services to just 3 months by 2027
New Support Streams
The program introduces three key pathways to support older Australians
1. Assistive Technology and Home Modifications (AT HM)
Easier access to mobility aids (e.g., walkers, wheelchairs) and home safety improvements (e.g., rails, ramps)
Upfront funding without needing to “save” from your package
2. Restorative Care Pathway
Now 12 weeks instead of 8 with more places available
Focus on intensive allied health support to regain strength mobility and independence
3. End of Life Pathway
Up to $25,000 over 3 months for people with less than 3 months to live to provide flexible tailored support
Funding Levels and Contributions
Funding is offered in eight levels from around $11,000 to $78,000 per year based on assessed needs
Allocations are made quarterly with the option to carry over a small amount (up to $1,000 or 10 percent of the quarterly budget)
Full pensioners will not pay for clinical services such as physiotherapy or occupational therapy
Contributions may apply for other services such as personal care domestic help or meal preparation with rates depending on your income pension status and the service type.
The “no worse off” rule means anyone receiving a package before 12 September 2024 will not pay more under the new program.
